How to Customize the Links Toolbar in Internet Explorer 7
Follow these Step-by-Step instructions:
1. Go to View > Toolbars > Links. (Make sure there is a checkmark by Links)
2. You will see on the toolbar. You can move or resize the Links by dragging it to up, down or to the left or right.
To add a shortcut to the Links toolbar,

3. From the Address Bar, drag the web icon to Links.
Or

4. Go to Favorites > Add to Favorites.
5. The Add Favorites box will appear, click Create In to see the drop down menu.

6. Highlight the Links folder and click OK.
